2/4/09 STUPID STUFF

Michael Phelps got caught smoking or better yet was photographed firing up some Cheech & Chong, Bob Marley, or some of the stickiest of the icky. I understand it's wrong, he's a role model. Say no to drugs and all that. 

Before I ask my question, please allow me to throw out this daily disclaimer. 

I'm not the smartest man in the world, nor have I ever claimed to be. 

But.....

Could someone out there answer me this question. Why is the fine for possession of marijuana in the great State of  South Carolina ($200 and 30 days in jail) less than the fine for possession of paraphernalia in the great State of South Carolina ($500)?
